Abstract
Technical change is a definition of the evolution of technology in such a way that the attributes can be measured. Once measured, the measurements can be used to develop product development strategies for maximum effect within the constraints of the organization. The author presents an overview of what has been learned about the general characteristics of technical change. The results of the measurements of technical change are presented, and a product development scheduling example is worked out
