Abstract :
Using Poland and Hungary as reference points, the author advances a reasoning for western organizations to establish their presence in technical service markets. It is suggested that engineering consulting and design, prototype electric circuit design and testing, construction management, manufacturing process audits, and a host of other niche capabilities which may not meet the fiscal tests of a business enterprise in the short term can pay healthy dividends in the longer term as the host economy grows to accommodate the demands placed on it by reform. As it does so, it will make increasing demands on the subordinate technical service industry
