Abstract
Economic and engineering tradeoffs of spectrum conservation techniques are discussed. Preferred methods of encouraging more intensive use of the spectrum are those that result in greater service flexibility and responsiveness to changing supply and demand conditions. Specific examples are discussed, including provision for the rendition of services secondary to the primary allocation, the use of flexible rather than rigid technical standards, more accurate propagation models, interference protection criteria based on actual equipment performance, and privately negotiated interference agreements
