Abstract
The procedures used, problems encountered, and results obtained in the characterization of an open area test site using the vertical and horizontal normalized site attenuation recommended in the current draft of ANSI C63.4 are discussed Initial results has indicated that the site is acceptable using conventional site attenuation, but unacceptable using the normalized procedures. The conflict has been resolved primarily by using measured antenna factors rather than those provided by manufacturer of the dipoles
