Abstract :
Water is one of the most precious natural scarce resources in China, and high-speed developing economy in China make it necessary to utilize water resource effectively, especially to use water repeatedly. The water utilization & recycling system is a typical infinitely dynamic and recycling system, and the existing performance assessment techniques for static systems are not suitable to it. Thus the current paper proposes a reasonable method to appraise the performance of that type of dynamic systems, based upon the reasonable estimations to the actual production abilities and frontier production abilities for all of dynamic systems.
