Abstract :
Since China entered WTO, we have profoundly realized the importance of the technical innovation, and the cost related to technology takes up much higher proportion, for instance, the patent fee, the technical working cost and the technical service fee etc. The issue about enterprise innovation becomes increasingly important in China. The innovation of the Chinese enterprise is systematic engineering, it is not only an internal problem of the enterprises, but needs the external environment to make it a safeguard as well. This article carries out the analysis of the general environment of external environment, which is hindering innovation of Chinese enterprises. On the basis of PEST mode of Johnson and Scholes, and furthermore, according to the actual situation of China, the writer proposes the PESE mode, namely possibly provides check list of influential factors hindering the innovation of the general environment of enterprise
