Abstract :
Fully electronic “open road” tolling technology represents a major opportunity for our transportation systems. If planned, executed and operated properly, these systems offer opportunities for customer choice, improved customer service, improved network operations, congestion management and pricing (reduced congestion, delay, etc.) and a revenue stream to support transportation network investments. This paper reviews: the first fully electronic “open road” toll system in operation, the 407 ETR in Toronto; addresses potential benefits of transportation network management using the 407 ETR as a reference case; and outlines a conceptual model to address the major issues related to the wide scale deployment of electronic toll systems and network management
