Abstract :
Satellite communications terminals´ costs and schedules are driven by a variety of terminal and satellite risks. Understanding the impact of these risks on the terminals is necessary so risks can be planned for and mitigated. A methodology for analyzing these risks and categorizing them as Technical, Schedule, Estimation, and Financial Risks is established. These risks are qualitatively and quantitatively evaluated to determine detailed as well as overall program risks and to provide a statistically generated program cost range.
