Abstract :
The imbalance of regional economic development in China is increasingly intensifying in recent years. The gap of regional technological innovation efficiency is the important appearance and deep reason of the regional economic development imbalance. C2R model of DEA and super-efficiency model are used to calculate the technological innovation efficiency of eleven provinces and cities in eastern China. The results show that super-efficiency model can evaluate and rank all decision making units sufficiently. Hainan, Shanghai and Beijing etc. 7 provinces and cities are DEA effective and Fujian, Shandong, Liaoning and Hebei are DEA non-effective. The low resource utilization is the main reason of DEA non-availability. Inputs and outputs should be coordinated to improve technological innovation efficiency.
