Abstract
[Purpose] In order to expound the special role of value orientation during the policy performance evaluation of local government, a comparison between it and instrumental rationality on their connotations and practice is used in this paper. [Method] By introducing the development of public policy performance evaluation, comparing the two fundamental orientations( value and instrumental rationality) of public policy performance, explaining the four prime value factors( equity, service, responsibility and good governance) of policy performance evaluation of local government. [Conclusions] it can be concluded that the above value rationality appears the fusion tendency with the instrumental one, and increasingly makes fundamental effect in the policy performance evaluation of local government.
