Abstract
It is a complex question to evaluate the communication system effectiveness, which is related to so many factors, as an important technique support for command of future joint operations, it is urgent to analyze and assess the effectiveness of military communication system and its contribution to combat command. Gray relational analysis is introduced to Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), then, a new effectiveness analysis method to evaluate military communication system is brought forward, also the basic principle and procedure are presented. As an example, network selected projects of emergency command system are evaluated and compared. The comparison based on compatible grade analysis illustrates the approach is effective and feasible.
