Abstract
In order to scientifically evaluate hydraulic engineering planning schemes, a synthetic evaluation model of planning scheme is proposed on the basis of grey relational analysis. In this model, the method of variation coefficient is used to determine the evaluated index weight and avoid the subjectivity and partial opinion of experts. Then the evaluation model is applied to two examples, one is selecting the optimal scheme of normal water level of a reservoir; the other is selecting the optimal scheme of water saving irrigation engineering. As the results are similar to those of other evaluation methods, it can be concluded that the evaluation model is simple and feasible in synthetic evaluating hydraulic engineering planning schemes.
