Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Green credit policy is an important measurement for fulfilling target of energy saving and emission reduction (ESER) and change economic towards green growth mode. This paper is an analysis of the policy, from policy content and component introduction, to current implementation status, and to policy mechanism analysis. After implementation of the policy, China commercial bank credit structure changed. But there still are some unsatisfied points in the policy such as lack uniform credit standard, insufficiency information disclosure and so on. This paper gives recommendations for policy improvement at last.
