    1) Portfolio management can be used to quickly define early relative value of proposed activities 2) As the portfolio matures, SME opinions get replaced with net present value 3) For the JPDO, shedding “white elephants” refocuses the 2018 to 2025 concept of operations 3) A research portfolio is essential to properly managing resources and reaching inter-agency consensus on work 4) A procedural portfolio helps to focus on developing the procedures for human-in-the-loop evaluations.
