Abstract
The deregulation and rapid changes of telecommunication networks present a demanding challenge to network operators: become more competitive by cutting cost and responding faster to their customers´ needs. Effective network management is considered to be a key to achieve these goals. This paper shows that effective network management cannot be seen isolated from its environment: integration with the planning process and a secure access for network users to selected management functions are fundamental to any comprehensive solution
