Abstract
The emergence, evolution and upgrading of an industrial cluster is closely connected with the changing business model, which reflects the deepening of division of labor in the value chain in the context of industrial cluster. Thus in a dynamic process of co-evolution between industrial evolution and enterprise strategic, the potential of upgrading is determined by the sustainable reconfiguration of industrial competence. Focusing on the case of Mold industrial cluster in Beilun, we analyze this evolutional process, and the conclusion is also discussed.
