Summary form only given.We present a model for a recombination XUV laser that is based on our experimental results on irradiating clusters with ultrashort (25 fs) pulses. Previous work has investigated the interaction of longer duration laser pulses with clusters. The heated clusters can be modeled as microstructured plasmas, that are heated by the femtosecond laser,and that cool as a result of expansion and radiation cooling. For certain conditions, population inversions can be created during the cooling of the hot clusters, because recombination can preferentially populate the upper levels.
