Abstract :
In order to mitigate potential risks for large-scale engineering projects, various evaluating methods are conducted using both quantitative and qualitative tools. The paper examines social risks from the national engineering projects and puts forward a structural framework cited by the typical practice of China´s Social Stability Risk Assessment (SSRA) Program using the theoretical normative methodology. Combining specific content in China we present explicit functional explanation upon the formation mechanism and evolution models of social stability risk assessment, and furthermore implement a systematic technical review. Our theoretic models can reflect a number of practice issues as well as paradoxes for implementing SSRA in China. Conclusion is that only in a social risk-oriented response innovation SSRA can process complex social risk information, and carry on the comprehensive test of significance for multiple characters. The proposed framework provides a good tool and means of developing risk assessment upon engineering projects to help social risk mitigation.
