Abstract
In 2008, European Commission started the project of OSOR.eu portal. According to the OSOR.eu project documentation, the OSOR.eu portal is focused to collecting information of free/libre open source software (FLOSS) usage in public administration from the world and offer a support platform for developers, who are working on FLOSS-based projects for public administration in the European Union. Based on several studies, which some of them were prepared for the European Commission, the FLOSS-based projects can help to offer the efficient eGovernment services. This paper identifies the net benefits of OSOR.eu portal for citizens and companies in the European Union and defines the net benefit variables.
