Although researchers have long noted the relationship of entrepreneurial culture and regional economic growth, yet currently there are not empirical studies to measure this relationship and get consistent conclusions. Based on the comparison of entrepreneurs and nonentrepreneurs, in this paper, we use a new developed measure to reflect the entrepreneurial attitude at the region level. We conduct the empirical study by building the relationship between the variable of entrepreneurial culture and the economic growth in 8 typical Chinese regions. The study results demonstrate that the different level of innovation and economic growth can be explained by the difference of entrepreneurial culture. Meanwhile, the characteristics of entrepreneurial culture can be significant reflected by incentive level, government ownership, government responsibility and success causations. In all of them, responsibility of government has the greatest impact on entrepreneurial culture.
