Abstract :
The central government of China draw out an important policy "Pothook of City Construction Land Increase and Rural Residential Land Decrease", which has been carried out in many districts allowed by the government, to alleviate the supply-demand contradiction of landuse. This paper analyzes the method to assess rationality of the project of Pothook of City Construction Land Increase and Rural Residential Land Decrease, and establishes the rationality assessment modle, from the aspect of feasibility and social satisfaction. The assessment can guide the rational selection of pilots, avoiding the phenomena such as the non-planning, funding strand interrupt, violations of rural benefit. Using this method, this paper chooses Hailong village, Baishiyi town, Jiulongpo district of Chongqing city as an example, which is one of pilots. Through the rationality assessment, we obtain the object is rational, feasible and satisfactory,and the policy could be went on wheels.
