Abstract :
This paper proposes a new video editing system which is able to edit and process the video data on computers connected to the broadband computer network. The concept of this system and the necessary contents of the structured video are proposed. This paper also describes a method to detect the camera work from MPEG-2 encoded video data without decoding. In this algorithm, the four kinds of camera work such as fixed camera, panning, tilting and zooming are detected using the video data of 12 kinds of test pictures. Experimental results show the effectiveness of the proposed method, which can get over a 70 percent rate of correct detection
