Abstract :
Based on behavioral event interview, we compile questionnaires to conduct a pretest and formal test, and make a research on the competence that government common civil servant should possess. By exploratory factor analysis and confirmatory factor analysis, we construct and examine the government common civil servant competence model. The study shows that the government common civil servant competence model is a multi-dimensional construct which can be reflected by behaviors, the model includes 26 items and 5 dimensions as personal trait, professional ability, moral quality, service awareness and legal consciousness.
