The Electronic Government of the Service State

Application conditions of self-organizing management for maintenance of steady social and economic development are considered. The conclusion is drawn on necessity of introduction of a feedback to government from a position of people. Possibilities of use of an existing information technologie, developed for the purposes of the Electronic Government, for Service State creation are analysed. The transition model for creation of the Service State by initiation of the Institute of designing of the state services is offered. Necessity of social institute for using activity of social architects and designers is revealed. As for the expected result - to reach decrease in dependence of quality of the government from political manipulations that will make conditions for consecutive perfection of the state services and intellectualization of control systems of the Service state.
