Abstract :
Currently high-level talent development has become one of the key constraints for China´s transition to powerful country. According to China´s current development plans and personnel structure, this article made an in-depth analysis of the problems in the developing of high-level talents, introducing the theory of competency model and modern ideas of HRD, Constructing the high-level talents development system from the base on competency model, forming systematic and scientific system and pattern, reinforcing the effectiveness of the high-level talent development to meet development requirements.
