Abstract
This thesis combines Delphi method and self-organizing mapping (SOM) neural network theory. It brings forward the basic steps of learn arithmetic and criterion system of mergers & acquisitions. The SOM neural network is trained by criterion data of mergers & acquisitions which experts provides. After the network model is trained, it can distinguish target enterprises from potential enterprises. The result of training and simulation proves that the method is feasible and practical
