Abstract :
The author describes the philosophy and actions necessary for the implementation of a total-quality environment. Total quality is a state of performance of all work processes that collectively provide the product or service. The framework for implementation of total-quality commitment (TQC) at Boeing Military Airplanes is characterized by an integration of problem-solving teams, the management of work processes, and quality-planning activity. Such an implementation design assures participation by all levels of the organization, attention to critical business activity, and measurable, long-term results.
