Abstract :
The issue of navy vessel´s overall system and life-cycle effectiveness-cost analysis is presented. The life-cycle´s composition of navy vessel and the procedures of effectiveness-cost analysis are explored, and the difficulties of overall effectiveness-cost analysis aimed at whole life cycle are analyzed. On this basis, the simplification rules of effectiveness and cost are proposed respectively. The evaluation effects of various simplification approaches, and the phenomenon of local optimum and its expressions are discussed. Then some systematic conclusions are obtained. Finally, an effectiveness-cost example of navy vessel´s local system is given to verify the simplification approaches´ feasibility and rationality. The ideas, approaches, and conclusions in the paper can be used as the theory foundation for the analysts or decision-makers to make the true conclusion and decision, and also can be the reference for similar research.
