The Research on Index System of Concessionaire Selection in Traffic BOT Projects

Because of the inherent complexities and strategic impacts of BOT (build-operate-transfer) projects call for careful concessionaire selection methodologies. Selection of the right concessionaire, which is critical to the success of such BOT projects, depends on the quality of identifying and defining suitable project-specific criteria and the quality of formulating an efficient tender evaluation methodology. This paper analyzes and draws experiences and lessons from this concessionaire selection practice and evaluation methods.
