Abstract :
This paper introduces a new scheme for image coding, transmission, and reconstruction using DCT. Instead of coding the DCT coefficients in increasing frequency order, this new scheme employs a sorting index which is a weighted sum of both frequency and the energy of the corresponding frequency band. The new scheme allows image details to be transmitted at an earlier stage, resulting in improved image quality. Flexible reconstruction of subimages is also discussed
