Abstract
Regional monopoly and competition are the common characteristics in the development of port industry, and coordination between them is of great significance for optimal development of port logistics services. This essay attempts to analyze monopoly and competition by using the Circle Model, in an effort to provide evidence for public policies concerning competition on a scale basis.
