Abstract :
China is an economic power with an annual economic growth that is close to an average of 9% over the last 25 years. Partly thanks to the economic growth, China overtook the US as the biggest CO2 emitter in 2007. The Chinese government is aware of the consequences of their pollution and therefore introduced the National CO2 intensity target in 2009. This target includes that in 2020 the CO2 intensity should be reduced with 40-45% compared to 2005 levels. In this paper the public sectors, enterprises and other actors are analyzed. Their power, interest and attitude towards the intensity target are described. Thereby, their relations with each other and their positons in the Chinese political system are elaborated. After this actor analysis, complicated relations were defined to show which actors need more control or which actors could do more to achieve the CO2 intensity target in 2020.
