Abstract
Library Consortium is very important in library crisis management. There are three advantages in crisis event: completeness of information protection, timeliness of the information service, authority of providing information service. Design library consortium crisis plan should be the beginning of crisis event management. Determining organization is the first step, a library consortium crisis management group should include information resource experts, computer network experts, public relations experts and experts in other fields. While establishing the management group, it should be regarded as a complex system. The organization refers to the inner organization, which includes the system goal, the number of involved sections, the number of interactive sections, the durability of the participants, the basic resources. Action plan is the actual action and the priority manual of the library before, during, and after the crisis. The plans for pre-crisis are mainly to recognize and analyze the signs of the crisis, and to alarm. The plans for during crisis moment should be made according to the situation. The plans for after crisis are to find the opportunity in crisis, to learn from crisis, to discover, to cultivate, and to harvest. Several service types of library consortium in crisis event can be used, for example, crisis information release: subject website, forum, information portal. And another type is reference. The third one is crisis safety education. The last one should be community recovery intervention. While drafting a library crisis management plan, we should consider user´s expectations, ability to deal with peak values of user requirements. Government regard is still very important in crisis. it should provide library consortium essential financial support and policy support.
