The modeling of China city creativity index and an empirical research

Nowadays, creative industries play an important role in the economic development of China. In some big cities their development attracts much attention, especially Beijing, Shanghai, Shenzhen and Guangzhou. In this paper, we focus on the competitiveness of the creative industries in the city. Based on the analysis of existing creativity indexes, we construct a city creativity index to evaluate the development level of creative industries suitable for China cities. We name it China City Creativity Index(CCCI). The CCCI is composed of four first-level indicators: Industrial Scale, Creative Ability, Creative Environment and Potential Development Ability. It can reflect the development of the creative industries objectively and dynamically. We calculate the CCCI of 15 important China cities and rank them. The result shows the development of the creative industries in China presents a flying-geese-style. Understanding of the development level of creative industries has great significance for related policies in corresponding cities.
