Abstract
With a few recent exceptions, telecommunication services have historically provided connections between terminals rather than between persons. Recent technical developments have introduced the capability to utilize these terminal connections so as to provide logical connections between users. This possibility introduces a new set of telecommunications challenges. This paper explores these challenges, lists some necessary global capabilities, and offers a few sample solutions
