Abstract
The strategic reserve system of much-lacking mineral resources should be established urgently and the reasonable reserves should be determined firstly. After analyzing the roles of much-lacking mineral resources´ reserves, the model for calculating much-lacking mineral resources reserve is built based on the fluctuation relationship between actual supply and trend demand. Taking refined copper as an example, it is expected that the reasonable reserve scale of refined copper in our country would be 461.1 thousand tons at the beginning of 21st century.
