Abstract :
In this paper, we analyzed the disadvantage of traditional AHP, and presented a new decision-making (MADM) method based on outranking relation and AHP. The method firstly determined weight of each attribute by AHP, then used thresholds express uncertainty of the data according to decision-maker (DM)psilas risk attitudes by outranking relation, also compared alternatives in pairs, calculated score of alternatives under single attribute, expressed both sides of alternative with die index of concordance and discordance, integrated the index of concordance an d discordance into the degree of outranking, finally obtained the final ranking of the alternatives using net credibility degree. The method used fully expert´s opinion and the course of decision-making met menpsilas real decision-making thinking custom. At the end, the method is explained by an example of decision-making of transmission network planning.
