Abstract :
Public participation in environmental protection is an important part of system of environmental management. It plays an important role and has significance for strict enforcement of the environmental policies and laws, as well as for the preventing and controlling of pollution, protection of resources and improvement of nature environment. This paper aimed to emphasize the important role and significance of public participant in environmental protection. Based on the status quo of environmental management in our country, the game model that the public supervises the firm discharging the pollution and complaints it to authorities is constructed. In the model, the strategic behaviors of public, firm and government were discussed. The conclusions provide the theoretical basis for the enforcement of public participant mechanism form the profile of environmental pollution control management.
