Abstract :
Through the economic analysis of optimal social pollution control measures, such as government´s direct control, pollution charges regulation, trade of pollution right system, financial subsidies, coase theorem and environmental tax system, it is found that only the environment tax system is best way to solve environmental pollution and external negative effect.
