Ternary Walsh spectral transform decision diagrams

The ternary Walsh transform operated over Galois field (3) (GF(3)) provides a simpler arithmetic and requires less storage space for the calculations than standard Walsh transform for Boolean functions. The spectral transform decision diagrams for ternary Walsh transform are developed which can provide efficient calculations of the spectral coefficients.
