Abstract
The issue of splicing programs in MPEG transport streams has been widely discussed. This paper reviews the problems encountered when splicing elementary streams and discusses the wider related system issues. A technique for splicing video streams by managing the bandwidth allocation in the multiplex is described and its benefits explained
