Abstract
In many aspects, the estimation of government performances manifested as public finance expenditure and quantitative analysis of visible public goods in all level governments´ management activities. Concretely, there is a difficulty that what kind of method can be adapted to process quantitative analysis to estimate the government performances. This paper takes real and material decision-making as example to demonstrate how to use break-even analysis to estimate the government public goods management performance. It also analyses the Theory mechanism and resolves the practical application.
