Abstract
This paper uses the term “dynamic multiplexing” to describe the unrestricted adjustment of the video bit-rates of television services sharing a digital broadcast multiplex. It is not widely appreciated that this desirable ability is generally impossible to achieve without causing interruption of the received picture. This paper describes both the problem and a promising solution currently under investigation within the ACTS 078 “ATLANTIC” project
