Abstract :
The optimal marginal evaluator III (OME-III) methodology was developed based on the premise that when evaluating alternative force structures and weapon systems characteristics one must: do both at the same time, permit a reactive competitor, allow both sides to change strategies in response to changes in the weapon systems or force structures, and use a framework which encompasses tradeoffs of disparate things. OME-III treats these factors when evaluating alternative force structures and weapon system characteristics. It uses game theory and dynamic programming to find optimal strategies and, in doing so, it finds the marginal value of changes to both the force structure and the weapon system characteristics
