Abstract
The problem of long-term climate change has been decided on the basis of a new theory of non-stationary processes. Developed methods have been applied for a decomposition of different-scales processes of global temperature, runoff and some elements of hydrological cycle, such as: temperature precipitation for watersheds. Long-scale climate have been chosen from complex time series of hydrological cycle´s elements. A new methodology has been developed for super-long-term forecasting. Forecasts of climatic components have been given and compare with the scenarios based on the GCM models
