Abstract
Circuitry that detects the runner-up or second highest input value in an array of inputs is presented. We are able to detect the runner-up by inhibiting the winner in a winner-take-all circuit. In another runner-up circuit designed to alleviate competition from the cells surrounding the winner, this inhibition is extended to include both the winner and its nearest neighbors
