Abstract
The concept of satellite TV and radio broadcasting development in Russia is being currently worked out by the Russian Federal Television and Radio Service. The work is being carried out with allowance made for the state budget and market economy mechanism. It is vital for the Russian Satellite Television System to be based, mainly, on local budgets and regional market structures. The plans made for the development of this system are to cover special needs of the country regions and their economic possibilities which have strong dependability of both the density of population and the production development level in a particular region. The authors come to the conclusion that the satellite “Gals” is an ideal option to serve European Russia and satellite “Express” is good enough to supply services for Asian Russia
