Abstract :
Optimizing process of the planning of regional water resources is a process with multi-attribute and group decision-making (MAGDM). Based on summarizing the recent research in this field, the conception of MAGDM is put forward and a grayed classified function including six kinds of data is established. The decision-making model includes the basic layer(A), expert layer(B)and the senior management layer(C), meanwhile the concrete calculation step is presented, and a general program is developed in Excel. Case results show that this model fits the process of the optimal choice of water resources planning scheme truthfully, and the result is in reason, and so that it provides a clear thought in solution.
