Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
From a management point of mechanism innovation, this paper opens up the new research ideas for management of poor college students funded. In order to further support poor students in university management, we should improve our management systems supporting poor students in colleges and universities, and continuously improve the existing subsidy policy management mechanism. Also, we should continue to intensify efforts to improve funded regulatory body for the poor students.
