Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years, the quantity of graduate students increases sharply while their quality decreases relatively in China. The graduate education reform is system engineering for cultivating independent innovation talents. In the paper, enrollment procedure, training links and academic environment combined with the new situation were discussed in detail. It is believed that this work is helpful to the reform of graduate education in China. All the society should undertake the responsibility.
